Cate Davis

Cate joined Mickelson & Company in 2025 as a Government Affairs Associate. She focuses on railroad financing solutions, leveraging opportunities through both federal and state-specific incentives. Her work supports Mickelson & Company’s broader mission to drive tax-motivated investment and growth.

Prior to joining Mickelson & Company, Cate served as the Public Policy Manager for Avera Health, where she provided strategic oversight of legislative and regulatory affairs. In this role, she cultivated strong relationships with elected officials and served as a trusted advisor to leadership, successfully aligning advocacy efforts with Avera’s mission and organizational goals.

Cate earned both her Bachelor of Arts in Political Science and Juris Doctor from the University of South Dakota. As a Law Honors Scholar, her thesis, On the Right Track: The Importance of United States Investment in Our Railroads’ Infrastructure and Technology, laid the foundation for her work in the rail industry and continues to influence her professional focus today.

Cate and her husband, Jackson, reside in Sioux Falls with their two daughters.
